Shinko Tenshi ( the hero )
is probably the best storm player now.
He's known for his amazing abilities in single matches.
He's known for combo cuts, cunning attacks and slowing down his combos beyond substitution.

Rumors have it that Shinko Tenshi is a "Hero" for conquering several clans with his own hand. He's also a sensei, he's guided and helped countless people present & past.

Shinko Tenshi really deserves the credit that he's getting

(if you haven't known, check one of the recent forums on him. EVERYONE is talking about him)

3rd: ???? (mystery, only used when needed)

Storm 2 Characters:

Dude, seriously no one is the best at storm 2, anyone can be beaten, you don´t need any skill in that game, just knowing when to use ultimate and spam rasengans can get you lots of wins but it´ll be different in generations.

It TAKES skill to be better than the people that DO spam.
And you're right, generations will be way different. I've met countless of people that are better than spammers. People who actually give this game justice.
