You can say Naruto got smarter than before.. but no one can say that he's as smart as Shikamaru, or Sasuke. Sasuke actually plans things ahead. He didn't let Orochimaru control him. He actually killed him when he was sick. Naruto just goes on ahead with the fights. To be honest in half his fights, the Kyuubi saved him. You can't deny that. Oh and you can't call people Sasuke fans just because they don't agree with you. How can you be mad when people call Naruto dumb but not you dumb? The series of Naruto is almost finished anyways. He is no shikamaru, but by no mens is naruto dumb. His fighting style is just unorthodox, yet very inventive. He doesn't preplan things he just goes with the flow of battle and thinks on his feet.

They seem to agree that naruto is not THAT dumb, at least he has a good battle sense.
So all in all, he is at least average.
Also didnt the smart Sasuke also made a few mistakes? Lets see:
1. He underestimated bee repeatedly and got owned thrice.
2. He us dumb enough to think that he wld take on all the kage's at once in the summit. If he really wanted danzo why didnt he stay out and intercept him as he travelled. it shld have been easier. (Some regular ninja's tried to assisanate danzo on the way, but was weak tough so failed)

Naruto is smart, but you have to understand it is not his role to be a strategist like shikaku or shikamaru, he is still just a kid ninja, maybe when he gets to kakashi's age he will be noticeably smarter.

Compared to kiba, tenten, sakura, neji, sai, lee, choji even sasuke he is actually quite smart, as for people like shino and shikamaru who are purposely displayed as smart no of course he is not as smart as them, but they are brilliant strategists for their age.

Why would you expect him to be as smart as itachi, kakashi, or gai?

He isn't as smart as Shikamaru, Shino, Neji, or even Sasuke HOWEVER he is very unpredictable when it comes to his tactics and strategies in addition to his unmatched devotion to his goal (winning, becoming hokage, bringing Sasuke back) he makes up for his smartness, and even tricks AND/OR beats the toughest of opponents such as

Kidomaru(Pre Shippuden)
Sasuke(Pre Shippuden)
Pain
Kakashi
Kakuzu
Tsnaude
Orochimaru(Pre Shippuden)
Kabuto (Pre Shippuden)

AND THE list goes on and on.

So on a Scale 1 - 10 is he smart, I'd say a 6, but with an addition of his above traits, easily an 8.
