Quicker? He was involved in politics for what 50 years? The quicker and cowardly route would have been to try a coup and take out Hiruzen with Root. He had all that time to build up his strength and he stayed in a powerful position for decades. Try looking at it from Danzos perspective. Hiruzen became Hokage after two Senju who trained him. After him one of his disciples disciples. After that One of his disciples and the granddaughter of the first. Imagine being a Democrat or Republican and watching the other party win the presidency five times in a row. Eventually you're going to want to do something to make sure the next one isn't. Disrupting the succession of the hokages to another one of their disciples is justifiable when you see it from his point of view.
The only cowardly act I saw on his part was right before he died when Sasuke was about to kill him.

And what about the Uchiha? Danzou was happy to take their eyes and then get one of their own to kill the whole clan. Tobirama didn't and wouldn't do that. At least he tried to spare the clan from another Madara by rechanneling their negative feelings into something else.

Jesus christ, we have no proof that Tobirama ever actually did anything wrong. He had a strong opinion on the Uchiha but that was it! He gave them authority in a job they were going to be good at. How did he know that it wouldn't end perfectly? Does anything in this damn village end perfectly? :')

He just seems to have a strong, powerful personality- that's all. You really can't jump to conclusions like this.
