Rain falls when, theres a drastic change in the weather, like when Sasuke shot fire to the sky to create thunder clouds and rain, rain also falls down when clouds are very filled with water and no longer can sustain it os raind drops start to fall.

When cloud particles become too heavy to remain suspended in the air, they fall to the earth as precipitation. Precipitation occurs in a variety of forms but we are talking about rain. This portion of the Clouds and Precipitation module focuses on precipitation and has been organized into the following sections.

*I use my chakra to create a small rain cloud above you, then I manipulate the cloud's particles and making them heavier so rain start falling from above you, afterwards I concentrate on the rain, and start feeling something*

This next jutsu needs a massive amount of chakra controll...
Suiton.

This jutsu is used to trap a victim inside a virtually inescapable sphere of water. The only downside to this technique is that the user must keep at least one arm inside the sphere at all times in order for the victim to remain imprisoned.
Which alot of people dont know,
it also needs a good amount of water, you can make the water from your mouth with suiton chakra,
this jutsu is only suiton but its as hard as steel...
*Creates a clone*
Try to trap my clone by manipulating your suiton chakra from your hand, place it in front of my clone and create an orb around him, so he cant escape.
Make the water as dense as possible, reguler suiton wont work as it is a liquid as you know, you must solidify it.

You can perform this jutsu by stopping the blood flow
in your veins for a quick moment, concentrate your
suiton chakra throughout your body and through your veins
just before the attack you are trying to avoid hits, turning
your body into water, you can reform easily back to your normal state...
*Jumps back and throws a kunai at you*

Now manipulate the water beneath you to look like a serpent,
Make it an acceptional size large wise.
Then send it to the other side of the lake, have it come up and smash into the ground.
This should leave maybe a small crater.

*I release chakra from me and channel it into the water beneth me, then I maniulate it to takes the shape of a large serpent that rushes to the other side of the lake and smashes itself into ground leaving a small crater*
