Appearance: Xavier is a tall man with a long face, broad chin, and pronounced cheekbones. Xavier has brown skin and wears his hair in a very long dreads that reach down just beyond the nape of the neck. He wears a single gold hoop earring in his right ear, and he usually has several golden rings with different colored gemstones on every finger except the ring finger, for reasons unknown. His normal attire consisting of a blue hooded cloak over a plain shirt featuring the lightning insignia that ends with two slits down to his ankles. He wears tight black pants or gold depending on the day and mood.
Personality: Xavier comes off as a cold and collected ninja, almost never displaying any emotions. A testament to his cold nature is his brutal assault on his friend of five years, Paulie, whom he even tries to kill. He also states that he feels no true bond with the city he has lived in for five years, and he seems to have no feelings for his fellow colleagues, least of all. However, it appears that in spite of his seeming lack of emotions, Xavier does not like being insulted. In addition, he reacts rather violently if anyone calls him a gakki (slang in Japanese for "kid" or "brat"). He also finds it offensive when someone shows weakness around him. The reason that he killed the five hundred soldiers in his past was due to another belief of his - the belief that weakness is a sin. Personally, he believes anyone who shows weakness is no better than a criminal. He also believes if he is involved then the situation means blood will be drawn and that he also does not have to accept the views and ideas of his superiors as long as he completes his missions efficiently. In combat, he is a very sadistic and violent fighter, and also seems to derive amusement and gratification from inflicting physical and emotional pain on others, making him a typical sadist. These scenes, along with when he anticipates a battle, are the only times where he seems happy at all. He has a habit of demoralizing and taunting his opponents, which is seen when.

History: According to legend, Xavier was once a violent, tyrannical lord, who was said to be "brutal beyond measure". Because of this, he was known as "Tyrant" Xavier. Whether this was true or not remains to be seen. He was a young prince who was forced to marry another woman at the age of 8 in order to strengthen and gain territory in the Land of Lightning. His father's goal was to gain enough following and military power to overthrow the Land of Lightning's Daimyo and claim it as his own, as their clan owned the land long before the founding of the village nations. They continued to grow, gathering almost half of the Land of Lightning before being attacked and couped from the inside, thus his father took the family and ran away.
After moving to an unknown northern country, Xavier was still accustomed to his old lifestyle as a Noble and a prince, who arrogantly expected the commoners to bow for him. Subsequently, the people of the country persecuted him and his family. They burned down their mansion and drove the Xavier Family into a makeshift shaft on a junk pile, forcing the children to eat out of garbage cans out of desperation.
At the age of ten, Xavier then decided to kill his father to regain his former status as a known criminal. He then returned to the Daimyo with his father's head in an attempt to be completely freed, but he was rejected as one of a "family of traitors" by the Royal family. Since then, he swore revenge on Kumogakure for rejecting him.
He drank his sorrows away and became an alcoholic at a young age as a coping method. He was assigned at the age of 15 to be a spy for kumogakure in Konoha, and eventually betrayed both countries and went rogue for several years. He became a small-time terrorist and began destroying small irrelevant villages before being offered his ring by the Akatsuki member Aizen and he took on the title and cloak of the Akatsuki.

It is powerful enough to block a point-blank attack with a Rasengan. This technique, once activated stays invisible until an attack heads towards it. The user must state where the central point around the body. This can only be used twice per battle and once at a time. Only defends up to an A-rank technique and most Tai-Ken.
