Yeah He never one shotted him.He killed him quickly in manga
Neji was only able to kill Kidomaru who fell down hitting multiple branches so how does your point still stand when this is CE Neji.

No it's not really obvious.......
Think about it, Naruto didn't push Neji to do half the stuff Kidomaru did. Besides speculation, nothing in the manga shows that they grew much stronger after CE finals. And like I said before SRA takes place right after this.

Databook and Manga suggests that Kiba and Neji did improve after the Chuunin Exams. If that's not enough proof, the laziest shinobi of them all, Shikamaru, also developed a new jutsu over that time period.

It's fair to say that Neji did improve after the CE.
