A) Intel or not, I highly doubt Neji would want to get "hit" from any attack.
B) He may not pick up what Akamaru is doing but, if piss is being spray, why not "block" an in coming attack he can't react to?
C) Same as B, why not just use a wall of chakra, over his skin?

With no intel, he has no idea what the purpose of urine serves in this fight. It's urine...what could he possibly hypothesize? Sakon/Ukon were clueless as to what the purpose of Dynamic Marking was. Neji could opt into attempting to physically dodge it, and end up getting a drop or two on hisself. The DB specifically states that this will confuse the enemy (shown in canon with Sakon/Ukon), which makes sense giving the nature of "attack". Momentarily confusing an enemy delays a thought process and an immediate proper reaction/counter to it. So given this factor, even if Neji opts into discharging chakra out of his body as a form of defense, what's supporting the notion that it will be done in time? As I previously stated, CE Neji barely executed this in time against CE Naruto who split his power in half multiple times with Kage Bunshins. Kiba/Akamaru easily outclassed this Naruto in their CE preliminary match, and SRA Kiba/Akamaru are obviously even faster than their CE versions. Then we have the fact that it doesn't need to be so blatant and executed the same way against Sakon/Ukon.
