When you can show us spongebob creating something along the lines of pocket universes, multiverse busters, etc, etc, it has no feats otherwise, it's a no limits fallacy to assume the thing can affect on a planetary scale really. This also in no way makes him omnipotent. To be honest, for one, omnipotence is utter power and unlimited abilities and strength, also with godly features usually being omnipresent and omniscient. What makes a fictional omni? Somebody above an/the entire omniverse, many reality warpers at multi/megaversal level, creator or ruler over an extremely powerful verse, etc. This is just a statement, no feats of any of this really, not to mention the fact spongebob is still mortal.
Even though you did give the spongebob example -- it still falls under the NLF, just because it was stated and it has shown no limits, doesn't mean it has none. Hell, logically it can't even quantify under planetary reality warping, there are no feats. He isn't going to erase nigh-omnis and omnipotents unless he can erase on a noncorporeal level, affect omnipresents which would require destroying all dimensions they are present in for the most part, and multiversal or above.
Also spongebobs regeneration is mid-high, buu level from demonstrated feats. In no way is that insane, regenerating from the tiniest atoms they can. Maybe he is hard for the HST at most, because IIRC the most he has regenerated from was a nuke, which means it requires more than city level+ energy to completely atomize him.

17. No - limits fallacy (NLF)
This is when someone states that because something has not demonstrated any limits (or only certain limits) then it has none (or only the ones demonstrated).
Example: "Itachi said that no one without a Mangekyou Sharingan can defeat him. Therefore he can beat all of DC, Marvel, DBZ, and Tenchi Muyo."
The person in this argument holds Itachi's statement to be absolute truth, ignoring the possibility that Itachi has no knowledge of certain enemies, or never expected to encounter them. The same can be said of Kishimoto: He never intended for his characters to be pitted in battle against characters from other works of fiction, so therefore statements like this do not hold true to other works of fiction necessarily. Furthermore, there is the possibility that in - universe, Itachi was lying, bluffing, misinformed, or deluded.
