Obviously he can use it without sharingan, but that's because his chakra is big, sasuke taught him (he is more talented with it than kakashi), and because he's a prodigy or whatever.

Techincally speaking, the jutsu was developed from Kakashi so if you don't like Sasuke just think it came from Kakashi. It will avoid you the disappointment.
