Movement Speed(FTG Included): Minato is faster in the sense that he can get to a further position faster than 7G Gai...For example, he can teleport from Konoha to the Cloud Village faster than anyone can. Shorter distance? Gai surprised Madara with his foot speed here at the bottom
Physical Movement speed alone: Do I even need to say the obvious?
Reaction speed: 7G Gai without a doubt...If cry babies want to use Minato teleporting to 8G Gai's supposedly fastest speed, then that means 6G Lee also reacted as well...That means 7G Gai can react to 8G Gai as well since he's superior to 6G Lee. 2 can play at that Game when Gaara's sand somehow moved faster Lol.
