yeah it does...but even if u arent at the rank u can use that rank of jutsu u can still copy it and just wait until u reach the rank that u need to get to to use that rank of jutsu.
does that make sense?

as long as u saw it and copied it with ur sharingan...cuz thats how kakashi got famous remember? he copied jutsu he saw in battle by using his sharingan.
as long as u can use that rank of jutsu with the rank that ur at atm its ok

Suiton: kujo tsunami nami (Suiton: destructive tsunami wave)

Description: it's a mixture of Suiton:Baku Shuishouha)-Water Style:Bursting Water Wave, the user creates a High tsunami while performing the bursting wave, that can level the entire area. It moves at high speeds, can break the opponents bones, and drown them in the water . variations :lightning ( the wave is mixed wit lightning and it can shock a large army)

and after that i use

(Katon:Gouryuuka No Jutsu)-Fire Style:Great Dragon Fire

Descripton:Fire shape like dragon heads that is best used to make clouds for Kirin, but can be used to also attack the opponent(this jutsu is made of multiple bursts of fire) .

i use that to use

Raiton:Kirin)-Lightning Style:Kirin

Descripton: After using Great Dragon Fire to throw fire into the air a thunder storm forms from the heated sky. You use Chidori to take control of the lightning and make it trike the opponet.This jutsu cant be avoided unless with space/time jutsu.
