The tentecles dont hurt the enemy a lot(as much as a tight rope) but they are strong enough to hold even large summons.
*There must be a large source of water for this to be used
*The jutsu can only be used by burakyilan and people who learned from him
*The tentecles last only 3 turns
*It can only be used 2 times per battle
*the user cant use any water jutsu on the fallowing 2 turns
*the enemy must be standing on the water the user touched

2: What makes it fail is that you never learned any jutsus above A rank, that is specified in your bio.
3: In order to use Kirin you need to send a fire technique into the sky to heat it, then activate Chidori and then call forth Kirin.So, even though you didn't heat the sky, you twisted Kirin and Chidori.

Sorry for breaking in like this. I hate it when people are using jutsus their not allowed to. -__-
