The reason why people complain about the spamming of jutsu is because Kishi has showed us quite frequently in the past that the characters are vary capable of winning a fight in interesting and new ways (look at just about any fight from part 1, before naruto learned the rasengan). The simple fact is that Kishi has gotten lazy recently, and instead of making the characters show brains and strategize with their op jutsu, they just use it over and over and over and over again with no skill or battle plan what-so-ever.
And dont try and argue that with "they simply want to kill their opponent". Because that only explains one side of the coin. Sasuke for example, he may want to kill his opponent fast and simple, so he uses susanoo/amaterasu. His opponent wants to live as well so he strategizes against Sasukes attack in a FRESH and NEW way. If kishi wasnt lazy then he would have Sasuke counter in an INTERESTING way, not stand there and spam susanoo/amaterasu. Sasuke *was* a smart guy back in the day, but I think all his brain power leaked into his eye power.
Yeah I'll be happy when the war against the Edo Tensei's ends and the story can actually continue. Let's be honest regarding your example with Sasuke...who has Sasuke fought recently? All characters we haven't previously seen Killer Bee, Raikage, Mei, Onoki, and Danzo. The reason their responses seemed fresh and new is because they were fresh and new. Sasuke during these fights showed his increasing prowess in the mangekyou sharingan altering amaterasu and growing his susano'o.
In part one Sasuke wasn't too different truthfully, it's that people expect more now. Think about it.
Let's list his fights
-Haku: developing Sharingan, used increased chakra control, some fire style attacks.
-Orochimaru: showed shuriken abilities and use of sharingan, different fire style attack phoenix flower jutsu
It goes down hill from here
-Sound nin: curse mark
-Kabuto's teammate: sharingan copied ability of the initial gate used as Lion combo
-Gaara: chidori and sharingan copied Lee's fighting style
-Naruto (1st fight): chidori
-Sound 4: sharingan copied initial gate
-Naruto (2nd fight): sharingan, chidori, fire style fire ball jutsu, curse mark in level two stage
Sasuke's fights after Orochimaru don't show much fresh and new style it's just the growth of what he already attained. It's the curse mark, chidori, fire style, and the occasional use of the initial gate which he copied from Lee. Not much variety. I personally prefer this sort of thing to a jutsu being used once and never being seen again ie Giant Rasengan, Kirin, Lightning Beast running jutsu. It's not realistic that all these characters have brand new moves all the time for the exception of Kakashi, Itachi, and Sasuke who can copy jutsu and therefore have a greater variety available than they show at any time.
Most people consider Minato, Pain, and Itachi basically Gods, but let's list their known jutsu Flying Thunder God, Rasengan, Summoning, Reaper Death Seal, 6 Paths of Pain (6 different powers in total Almighty Push, Chakra Absorption, Human Mode stealing life, Summoning, Bring back to life, Asura path machines), Susano'o, Fire Stlye Fire Ball jutsu, napalm fire style, shadow clone, tsukyomi, and amaterasu. I may have missed a few, but that's the basic things we've seen from those three and it's not much.
How many different short range attacks should Minato have to make people happy? Should Pain come up with new moves because the 6 Paths of Pain is lame? Should Itachi just not use Susano'o, amaterasu, and tsukyomi because we've seen those already?
