I believe that space time nin is ultra rare and has only been seen through obito's kkg , minato's unique ftg and the nidaime hokage's unknown space time nin

Space-Time Ninjutsu can only be used by specific characters/biographies eg. Obito and Minato. Since those biographies and the ability itself is rare, it's received automatically if the user has gotten the biography approved.

And to add to this, to get the biography you need to pass a test and fullfill some requirements like a given rank or achieving a given training level in some field.
