Southern Cluster

Where the Northern Cluster has generally remained a feudalistic society, their southern neighbours have embraced the advantages the archipelago’s strategic position offers and used them to transform the Southern Cluster of the Ancrath Archipelago into a bustling center of culture and business.

The South’s economy is dependent upon the North’s ability to produce raw materials. The Southerners buy ore, lumber, fish and crops from the Northerners at a bargain price – since most Northerners refuse to sell to the Continentals – and with their developed industrial sector turn them into goods that they then export for profit. Where the Northerners embrace a form of joint ventures to maximize the output of their primary sector the Southerners embrace a form of state capitalism, where the gentry controls most of the manufactories that are responsible for much of the cluster’s net income. While they were struck hard by the Cataclysm, they were able to recover quickly due to trade continuing to flow, and resources from the industrious North.

Visenya awkwardly adjusted one of the rings that bound her hair, unaccustomed to handling her long locks without the help of a maid. She surveyed the scene before her: two smartly dressed men of industry were metaphorically circling each other, strutting like peacocks and trading thinly-veiled barbs. It had started when one of the two, evidently competitors, had gloated about the efficiency and servility of his workers within earshot of the other, beginning an exchange of first boasts, then well-mannered insults. Seated in a small alcove near the posh wine club's back Visenya absorbed the spectacle in silence, unlike many of the club's other patrons. These so-called gentlemen, the wealth of the nation, all dressed in their expensive garbs, had gathered around the duelists' table in amusement and let their delight about one gibe or another be known with loud, if mannerly cheers of laughter. It was theater for the wealthy, where a man's worth was his purse and how ruthlessly he had fattened it. Visenya had frequented the club for some time and such a display of verbal dueling was no rare occurrence. A lot of prideful notables gathered in the well-lit, spacious wooden building whose cellar stocked the best wines in the archipelago. The establishment was a staple of the Southern Cluster's elite, to which the Lady of House Targaryen had to profess her membership, but the spectacle still vexed her. Visenya left the club feeling cheerless, even a little embarrassed by her peers, despite the excellent vintage she had enjoyed.
Perhaps it was time for a change?

Aegon maintained a pensive countenance overlooking the cliff side of Dragonstone toward the Kaizoku Sea. A gentle breeze pervaded the island, brushing his platinum-white hair over his face. It was a picturesque scene of a man contemplating the future; and indeed, Aegon thought of nothing less. The history of Chungsu, and that of House Targaryen, was the driving force behind his grandiose geopolitical ambitions. To most, the Hangurian heritage would be an anchor. A desire to return to something that no longer was. But to Aegon, his bloodline necessitated one to move forward. To look to the future, rather than dwell on the past. To his left the Lord of Dragonstone could feel Balerion's heavy breathing. His head was rested on the grass, jaw leaning over the cliff side. He was clearly sleeping. Aegon stroked Balerion's head gently, feeling each scale's rugged exterior and the jagged horns which protruded from his body. He wondered what was the beast dreaming of. Was it of dinner? Of Meraxes or Vhaegar? Or perhaps even of Aegon himself, and all their times soaring high above the clouds over Dragonstone.

"...where might Visenya be?" He pondered out loud; he hadn't seen Rhaenys or Visenya for some time today. Perhaps it was time to find them.

Although her chakra reserves were vast Visenya felt exhaustion creep into her as she finally set foot upon solid ground again for the first time in many hours, her Rinnegan having long since faded away. She could have made the journey faster, but the young girl had fallen into a deep sleep soon after they had first departed the ship and the Lady did not want to disturb her rest. The long walk gave her plenty of time to think, to really weigh her options. She had recognized the heraldry on the captain's uniform after all, although no Magister's court of the Southern Cluster would accept that alone as evidence. The economic elite and the political elite were the same thing here and the man she suspected was deeply embedded in the establishment. She would have to make a choice; to pursue the matter and or not and the decision weighed heavily on her. The House Targaryen had integrated themselves into the Southern Cluster’s elite with only minor obstacles, but they were very distinctly not natives here and such an exertion of authority over their commercial interests would be perceived as intrusive, to say the least. Visenya pondered the issue as she gently awakened Laura from her slumber, prodding her with one hand until she opened her eyes and groggily sliding off of the Lady’s back and onto the ground, wrapping her small hand around Visenya’s own and holding on tight as they walked the cobbled road to Dragonstone.
A pair of maids expected them at the main entrance and took Laura off her hands. The raven-haired girl was hesitant to leave her rescuer behind, but some gentle, yet firm prodding by Visenya quickly saw her sent safely towards food and lodging, with strict instructions for the maid to tend to her carefully. She thought of going with them, but asked for Aegon instead and was directed to the cliff side overlooking the sea. Visenya sighed to herself as she spied her younger brother there, beside Balerion, staring at the horizon pensively as he had become wont to do of late. She felt the presence of Vhagar nearby, but did not call the she-dragon to her. Instead she strode to her brother’s side, greeting him what that low bow of her head that a Lord was due, even from his lady wife.
“You come here too often to idle, brother,” she chided him with no real steel in her voice. “But I suppose we are all merely idle in these dark times.” She looked over the sea for a moment, but saw nothing in the restless waters but waves and froth. She turned to face Aegon and then continued. “I was wandering the sea and found a girl in a sinking ship, transporting human cargo to the archipelago. An artifact had killed everyone onboard save for her, but the captain wore the sigil of the Tsinhao merchant family. I brought the girl to be cared for here.”

Balerion woke from his sleep as he felt Visenya's approach from the keep. He lazily lifted his head to look back at her as she strode toward Aegon, and then turned back toward the ocean and rested his enormous head back on the grass, letting loose a long drawn sigh.

Aegon merely nodded his head, signaling consent to his sister-wife regarding the girl. He trusted her judgement. "There's nothing to hold us back. The Freehold was nothing but a cage on our House; for generations our ancestors clawed their way up its social hierarchy. But they were never the House, the sole mighty power. Yet their hubris and complacency brought the glory of Chungsu to ruins...." As if Balerion could sense Aegon's soul stirring to restlessness, he stood up and flapped his wings. The titanic wingspan of the beast propelled him upwards into the sky; the wind billowed outwards, sending grass flying. Yet the Targaryen Dragonrider rested firm against the currents. "We must bring fire and blood to the world, to reforge the ruins of Hanguri into our world."

Visenya’s eyes followed Balerion as the giant burst into the sky, the billowing winds sending ripples of movement through her silver-gold hair. She digested Aegon’s words in silence as her own dragon, Vhagar, joined its elder kin above the waters of the Kaizoku. “And what world would that be, my dear?” She asked him carefully. “The clans stirred and struggled even under the Freehold’s might, and they were but one of a myriad of ills that caused its downfall.” Visenya looked back to her dragon, enjoying its graceful path through the air for a moment before continuing. “We are strong, as are our dragons, but we must be careful and deliberate. Many forces are moving, sensing a path to greatness now that the Freehold has gone. We must not fail where others have.”

There will be no need for elections; Ancrath Archipelago is ours." It was Aegon's preferred approach: mercy or death. It would cause needless unrest to inflict more damage than necessary. A mere showing of their strength to prove that, before Balerion and Vhagar, they had no chance to put up meaningful resistance.

"I wish to create a legislative and administrative foundation that will last for centuries, and I will not have it be reigned over by some upstart because of our barren dynasty." Aegon admired his sister's pragmatism; at times, his ambitions clouded his judgement. But her stark honesty and intelligence managed to always bring him back to reason. Indeed, he recognized her words. It was something their father, Aerion, had insisted to Aegon so many times: that he must marry and have children to continue the family line. He was 28 now, at the height of his fertility. While he mad married both of his sisters, something unique in the Targaryen bloodline, neither had yet carried a child. "You're right. For now, let us focus our energies on subduing the Clusters. Once Rhaenys has joined us, we will address establishing our dynasty. But we are endowed with potent chakra, and our bloodline has conferred longevity that outlasts most." He returned his sister's glare, clearly referring to the Six Paths Senjutsu which flowed through their bodies. "But before I must seek out Orys...." His mind drifted momentarily, thinking about his close childhood friend. "I will return soon. It has been sometime since I've seen Orys. Upon my return, we will begin with subduing the Southern gentry." He willed Balerion to return to him, soaring down from above and slamming his titanic body atop the cliff side. Mounting the dragon, he soared upwards, waving to his sister-wife as Dragonstone grew smaller and smaller in the distance.

Later in the evening after Aegon had left, seated at a small escritoire in her study, Visenya was still mulling over the implications of their earlier conversation. They could subdue the Clusters with few issues, indeed, for there were no standing armies here to fight them, and few, if any, ninja clans. No, conquering the archipelago would be the least of their problems; it was holding their territory afterwards that, to Visenya, presented the most daunting task for the House Targaryen. However powerful the three siblings were they could not be everywhere at once and as their territory expanded so would their responsibilities and the potential for dissent. Humbled by dragonfire or not, there would come a day where at least some of these conquered places would experience unrest, or even open rebellion. Feeling a sense of determination the Lady laid out a large sheet of paper in front of her and began her work where all states began; with authority and its mandate.

The House Targaryen had been but one of many noble families of patricians pulling the strings of that mighty beast that was the Freehold, in a system dominated by wealth, power and blood. It had been too fragmented at times, as competition became conflict, and yet it thrived for centuries. Its antithesis was the bright, but brief flame of Alexandros Megas, whose mighty empire nearly swallowed the Freehold before falling as quickly as it had risen after his death. There had to be a balance in the dichotomy between those two modes of government. She glanced at the light on her desk and decided to begin with the issue of succession.
She wrote ‘Aegon I’ on the top of the paper and stared at the letters for a long moment. Would he be a king, a patrician, perhaps a Daijō-daijin or something completely different? She circled his name and drew two horizontal lines from the circle, connecting Aegon’s name to two others; Rhaenys’ and her own. Hopefully both their lines would produce many children yet, but that still left the issue of succession, and of what, exactly, would be passed on. She began writing notes on the paper as thoughts came to her. Future generations of their family were not guaranteed the powers her own enjoyed, and they would need a power base from which to operate, legal rights and protections, as well as a clear framework of their noble privileges. Here it was important to consider the changing circle of people that would inevitably come to make up the keys to her family’s power, and the power of their state. There would also have to be arrangements in place to ensure that their dynasty would not turn on one another in the future in a squabble for power.

As she wrote Visenya saw the skeleton of a system take form. The Targaryens married amongst themselves, which would keep the family’s numbers manageable, and it would prevent the claims of partisanship that political marriages always led to. With a growing territory would come growing responsibilities, however, and Visenya resolved that her family would be distinct from its subjects, but not unaccountable. The eldest male child traditionally inherited the Targaryen mantle, but it was important to make concessions. Perhaps it would be prudent if the wealth of the nation, the keys of power, were allowed to vote on which member of the family would become the successor? She underlined that note. Yes, a secluded conclave of the powerful, forced to come to terms, perhaps by a two thirds majority, or would a simple majority suffice? There would have to be restrictions on the amount of attendants. A secret ballot would be best, she scribbled offhandedly. There would have to be family dues paid to all adults of the House, but it was important that the family shared a home and raised their children together, she underlined emphatically. Visenya would allow no branches or cadet dynasties to form. The money would come from the state- no, she crossed that line out. It would have to come from the income of the family head, which would likely be rents, business incomes and, importantly, a government salary for the office that she still had no name for, and only a vague idea of its shape and function. She would have to ask Aegon his preferences, though she imagined his answer would not be to her satisfaction. Her younger brother did not seem to share her interest for the more cumbersome sides of founding a state.
A stray thought came to her and another note was added to the now chaotic diagram of notes upon notes, and circles connected by further diverging lines. Adoption would not do, no, she circled. The importance of blood relations was not to be underestimated. There would be no assurances of office, titles or honors, but many such would undoubtedly be within reach at the family head’s discretion. Amongst them perhaps land? She glanced at her earlier notes and frowned. No, if the Targaryen holds were enlarged they would be administered from Dragonstone, or whichever city should become their capital, just as the Freehold did from Chungsu for centuries. Visenya scoffed at those who saw the city’s destruction as an ill omen. Tailed beasts were like forces of nature; unpredictable and without purpose. Centralizing power would keep all Targaryens, as well as key decision makers and powerful figures, within close reach of the family head, including any who might harbor ill intentions. It was essential to be prepared for these situations.
If Aegon did not like the idea of having his heir decided for him there might be a problem, Visenya realized suddenly, frowning once again. He should understand the necessity of power sharing, however superficial, but men and their pride were unpredictable things. His power would allow him to have his way in this, but that would be catastrophic for the legitimacy of her carefully planned system. Even if these negative outcomes were ignored the missed opportunities were many. Primogeniture took Aegon’s choice from him just as voting would, but a circle of the worthy would realize the best candidate, or at least a competent one. It would ensure fit and worthy Targaryens occupied the office for generations to come. She would have to convince him.
Visenya leaned heavily into her high backed chair and sighed, looking at her finished work. She would have to speak with scribes and scholars on the finer, legal points, but the foundation was solid. Written and formalized it would do much to prevent interfamilial strife in the future. The Lady nodded to herself in steely satisfaction. It had been a good night.

Visenya was in the kitchens, instructing the cook on the supper menu, when she heard the telltale sound of Balerion landing near Dragonstone. Her ears piqued in interest; Aegon was usually more nimble, gentle when he landed the mighty dragon near their ancestral home, but this time the vibrations nearly toppled a stack of dishes, startling one of the young maids. The Lady quickly made for the gates, biting at the befuddled young woman to follow her, and quickly. There she waited to receiver he husband, and what she quickly, and to her slight annoyance, discovered was his old friend Orys.
"Put him on one of the tables here," she directed Aegon, pointing towards a decorative trestle table in the middle of the entrance hall and ordering the maid to clear it of its two heirloom vases. Then, with a light scowl, added. "And be careful. If he bleeds into the wood I will have his other hand."

He carefully laid Orys's unconscious body on the table; his skin was pale from a loss of blood, his life was clearly slipping away. Sweat dripped from his brow as his long beard was matted from what seemed like days of torture and capture. "Your healing prowess is unparalleled.... Can you save him?" He looked toward Visenya with a grim expression gripping his countenance. Despite his question, he knew that his sister was capable of it. But his mind was split between Orys's condition and taking vengeance against the perpetrators.
Visenya was recalling the details of her medical training from long ago as she carefully examined the mauled, bleeding stump that was what remained of his hand. She ignored Aegon's look, but answered his question with a crisp, confident "Yes." Snapping her fingers she called for one of the maids, holding out her hand for a small, dark red pill that she immediately stuffed into Orys' mouth with perhaps not quite as much tenderness as one might expect from a 'doctor'. "This will help with the blood loss." Then, without so much as a glove or an instrument, she simply placed a single digit on her patient's wrist, resting it there as a soft, pulsating yellow energy gently enveloped the stump, slowly regenerating the complex structure of flesh, bone and nerve before their very eyes. "He will recover with time," Visenya said almost absentmindedly, sharp eyes carefully observing the healing process, "but there will be some discomfort in the joints for a while."

The limits of the heal, however, are almost none as it can even heal the chakra system or other injuries that are otherwise not possible to be healed. The technique requires time and physical contact and as such isn't very suited to use in a battle when compared to regular Iryo Ninjutsu.

Visenya was recalling the details of her medical training from long ago as she carefully examined the mauled, bleeding stump that was what remained of his hand. She ignored Aegon's look, but answered his question with a crisp, confident "Yes." Snapping her fingers she called for one of the maids, holding out her hand for a small, dark red pill that she immediately stuffed into Orys' mouth with perhaps not quite as much tenderness as one might expect from a 'doctor'. "This will help with the blood loss." Then, without so much as a glove or an instrument, she simply placed a single digit on her patient's wrist, resting it there as a soft, pulsating yellow energy gently enveloped the stump, slowly regenerating the complex structure of flesh, bone and nerve before their very eyes. "He will recover with time," Visenya said almost absentmindedly, sharp eyes carefully observing the healing process, "but there will be some discomfort in the joints for a while."

(Ketsueki no Zōka Piru) Blood Replenishing Pill
Type: Healing
Description and Background: Contains high concentrations of amino acids, iron and mitosis inducing enzymes designed to turbo boost the production of erythrocytes from haematopoetic stem cells in the human body. These pills are a basic medicine medical ninjas use or administer in combat and are essentially dark red small round pills which are swallowed and absorbed through the mucosa in the stomach

These savages took his hand. Imagine the horrors the common people suffer daily under these bandits." He clenched his fist around Blackfyre's hilt, knuckles turning white. Knowing Orys was safe, he thought of nothing else than to return to the mainland and deliver his wrath.

His Byakugan, still active, discerns the chakras at work; it was remarkable to see Visenya's skills - rivaled by almost no other. "Can we truly stay idle here as the mainland tears itself apart? These savages took his hand. Imagine the horrors the common people suffer daily under these bandits." He clenched his fist around Blackfyre's hilt, knuckles turning white. Knowing Orys was safe, he thought of nothing else than to return to the mainland and deliver his wrath.

"Your righteous fury is for the good of the common man, then?" She asked rather dryly, raising a pointed eyebrow at her brother, but then continued, with more feeling. "Your friend has been grievously wounded, my love. It is natural to feel anger, but you should not make rash decisions according to your heart in this."

"Your friend has been grievously wounded, my love. It is natural to feel anger, but you should not make rash decisions according to your heart in this."
"We have to burn away the cancer that has infested the West since Hanguri collapsed. Our blood, our very name, is known for its fire and fury. Is it not rather practical to approach a mainland conquest with this...?" He motions toward Orys. "It would be better to approach the mainland with a reason: to bring order back to a lawless place; compare this to just arriving on their shores with our dragons, unleashing a devastating rampage to force them to bend the knee. While I may seek vengeance...it would be akin to hitting two birds with one stone. I get my revenge on the lawless bandits that wounded my brother, and our family takes its first steps to establishing our legacy." It was a rare moment of pragmatism from the aloof middle sibling.
