Sorting Part 1 into Tiers

I was thinking about part one characters and looking at some battles and obviously rank wasnt really tagged properly on certain character. What do you guys think?

Gaara (with shikaku)

Final valley Naruto (chakra mode 1 tail)

Final valley Sasuke (Curse mark with 3T)

5 gates Lee (chunin exams)

Hiruzen (rank by feats)

Orochimaru

Haku

Tsunade (By feats not hype)

Kabuto

Its better to think about it first because its kind of a brain worker if were going by feats

Itachi would be below Jiriya in part 1. He's equal to the Sannin at that point.

Not when Orochimaru stated that with or without handicaps he was stronger than jiraya..

By feats... Coupled with Jiraya's lack of knowledge.. he loses to Tsukyomi ,or Amaterasu.. Part 1..

Hiruzen outright stated that there's probably noone in the village who could defeat Orochimaru.. After Oro's Retreat.. Itachi is introduced as a character stronger than himself, making him the strongest ninja we got to see in part 1

If we are just going by feats and not focusing too much on hype, then Zabuza should be up there with Kakashi and Kisame because he had Kakashi beat and shown way more Suiton than Kisame, and similar feats, but only lacked in strength.

There's no way that part 1 Gaara, Sasuke, and Naruto are stronger than Hiruzen. Tailed beasst bombs weren't even a thing then so Shukaku isn't really that strong

I was feats and hype to fill in the spots of chars we didn't get to see..
By that, Itachi one shots Jiraya in the room, who would have been making eye contact and not know of Itachi's abilities
