Right after Gaara and Kimimaro.

Zabuza has shown to be able to beat part 1 Kakashi and had shown way more than Kisame. In part 1, all kisame had was montrous strength and water shark bullet. zabuza had way more suiton and silent killing. he should be up higher, however, i agree with asuma
