This cover belonged to the season where Konoha was attacked by the alliance of Oro and Sunagakure. It was when Hiruzen successfully defended Konoha against his former mentors and student.
That wasn't the only battlefront in this invasion though.
There was another battle that took place in the forest of death, and some would say that this battle was on equal grounds of importance as the first. After all, it involved the Jinchuuriki of the Sand and the Ichibi Shukaku.
What I want to bring to light here is the fact that you don't have to be elected Hokage by a group of feudal lords and elders in order to be one. How Naruto has always been the true Hokage of Konoha ever since his battle with Gaara.

How about the fact that Hiruzen has taken a side seat and Naruto is sitting in the main chair with the Kage Hat leaninng against it.
How about the colors of the Kage Hat?
They aren't white and red like they normally. No, they are Naruto's colors! Black and Orange, and I know Naruto doesn't replace the blue with black until Shippuden but you know Kishi and his foreshadowing skills.
What I'm trying to say is Naruto has always the been the true Hokage of Konoha, everyone else was just filling in until he was old enough to officially be one.
