Is Tobi's hideout connected to the SO6P or something? These symbols seem to be related to him. Or could it because the destroyed city of the Uzumaki?

its interesting how they emphasize the image in the top panel and then on the lower panel. it must mean something.
True but when you look back at the SO6P he had something similar on his back.....Those are just nine circles.
9 tomoe in the same pattern.
