Itachi.
I understand that his appeal comes from him being a sympathetic quiet pretty badboy with good heart and a lot of power, and people probably wish that he was their brother/boyfriend OR they wish they were him and he serves as a type of wish fulfillment.
However, Itachi seems like a very contradictory character and a karma Houdini. Itachi has shown himself to be a cold, selfish, merciless, underhanded, "ends justify the means" type who's one of the most efficient killers Konoha has produced; quite the contradiction from the perfect, innocent, altruistic, pacifistic, candy-loving saint that other characters like to think of him as.
Itachi could had told Konoha about "The Masked Man" framing the Uchihas. Itachi could had given information about Akatsuki and it's members and plans at some point during the 10 years of being a "spy," but Itachi did nothing to help Konoha or hinder/stop Akatsuki.
Then there's his treatment of Sasuke that doesn't make sense to me. He tortured and mindraped his baby brother, trying to force the "Uchiha curse of hatred" onto him even though he loves him more than anything and wants him to have a happy life. Then when Sasuke stops being emo and suicidal and started to get friends and to be happy again, Itachi returns and gives Sasuke the same treatment, telling him to kill Naruto this time. This leads to Sasuke becoming an enemy of Konoha and ultimately going batshit crazy and trying to kill everyone.
But, it was all part of Itachi's plan to have Sasuke punish him and then was going to mindrape Sasuke into a hero that he assumes everyone in Konoha will just welcome back... and also leaves him to get killed by Akatsuki.
