Isn't there a number given that tells how much the whole perimeter is or is this all?

Just use the Perimeter equation (S+S+S) -> Add all sides together. In this case because there are variables, you're going to be adding like terms (numbers with the same variable) as opposed to just normal numbers. Your final equation will be something along the lines of y+/- whatever the x values yield and whatever the non-variable integers yield.

(4x-9)(3-2x)=11+y

No x intercept and y=-38

You're finding perimeter, not solving for y or finding intercepts. All you have to do is collect like terms and finalize the equation. And there are two x-intercepts in that question (x= 9/4 and x=2/3).
