I noticed that guy the first time I read that chapter. Most of the Uchiha in that picture had some form of face art. I always assumed that the eye on that guy's forehead to just be face art as well. Anyway, thats a nice find.

Why do the Inuzuka clan have tattoos? Why does Kankuro have lines on his face? They just do. The same could be said for that guy in the panel. He just does.

It could very well be an eye. I mean that would be more plausible than someone tattoo-ing and eye on their forehead, like wtf lol? Maybe it's not a permanent eye, it could be one that appears when doing a certain technique or w/e.... But either way, having an eye in the center of your forehead doesn't seem to farfetched in Naruto. After all we've seen way weirder scenarios.
