Everything Does not specify deepness. I have been in swamps that only go up to my knees, limiting my mobility, never been in one big enough to drown me. When and if we battle again, make sure to be more specific.

Just throwing this out there but doesn't the jutsu do the explaining for him I'm sure by everything he meant that he was using the jutsu to it's fullest if he is using it to his fullest it can drown many people so I don't see why it would have a problem drowning you..
