Sasuke would ask Itachi to teach him shurikenjutsu, and Itachi would stoop down and poke him on the forehead and then say, ''next time.''

Sasuke is also seen poking Sakura's forehead when he's leaving the village in The Last, which is similar to when Itachi would poke Sasuke when he was leaving him for his duties.

It's a technique where a delayed Jutsu is planted into the Mangekyou Sharingan. The manga doesn't say anything specific, but it probably requires some sort of touching. It isn't explicitly stated in the manga, though. Itachi touched Sasuke's forehead because he wanted to touch him as he knew that he was dying and he won't ever get another chance. People who are about to perish do that with their loved ones. It's a very common gesture.
