I hope you know those are terrible examples you got there... You're trying to compare chakra-less blows to rasengan. Not only that, but Kisame was physically worn and unable to do anything in all three of those scans.
Let me explain to you how Samehada works. It has an absorption range. Anything that gets within range, is absorbed; as long as the chakra doesn't exceed over Samehadas limit, which is 6 tails worth of bijuu chakra. Does a rasengan contain more then said amount of chakra? I think not. Can't be bothered with pulling out scans atm, but If I really must... I will.

Gamabunta alone could be a match for Kisame. His suiton attacks or waterdome would be useless against him judging by the fact he loves water and is a high suiton user himself. His senjutsu attacks could also not be absorbed by Samehada. Adding Minato there makes it a stomp. He won't even be capable to keep up with his speed(he couldn't even handle a Naruto who was considered slower than him), so the fight may not even last a minute since with a marking on his body, the match would already be over

KCM Naruto was considered the same speed as Minato, if not faster. Senjutsu can be absorbed, but if Samehada absorbs more than 33% of it's overall chakra in senjutsu chakra, it will turn to stone.

Considering the fact that Samehada can and will regenerate any blow given to Kisame from Minato; yeah. SHORT BATTLE LOW DIFF.
A Kunai slash won't end Kisame. A rasengan to anything but the head won't; And the ball of chakra can be absorbed easily. Minato comes into contact with Kisame? The radius Samehada has will naturally pull his chakra away. And the moment that Kisame feels threatened by Minato; or when Minato tries to remove Samehada from Kisame. They fuse.
And then the only way to stop Kisame is through physical actions which will be hard to do under water with a monstrously fast shark-humanoid chasing you down that can absorb chakra at alarming amounts with but a touch.
If anything, Kisame takes this mid diff. Minato can't possibly injure or hurt Kisame enough to end it quickly or in a "LOW DIFF" scenario.
First of all Samehada has to absorb chakra to regenerate Kisame and in that case he has to hit Minato (Maybe Samehada can have some chakra restored from earlier, but there's still definitely a limit to how much Kisame can regenerate, without hitting the opponent)
You have to consider that Minato is ridiculously fast. His base speed and reflexes are so incredibly that he could avoid A's full speed punch. On the other hand Kisame is not fast at all, he's actually rather slow (Compared to other ninjas of his level) and got blitzed by Killer Bee and A's double lariat (And A was only using version 1 with that).
Minato could easily be 3 times faster than Kisame it'll be like he's fighting an opponent moving in slow-motion. On top of that he has FTG to teleport out of range if he gets in trouble or into combat as soon as he has spread some Kunais over the place. I admit it will take some hits for him to take out Kisame, but honestly considering how fast he is Minato could land those hits in a single minute.
And now that I think about it Kisame actually has too hit Minato with his Great Water Wave to catch him in the dome:

And if Minato thinks fast he can run away from that thing or maybe use FTG to get out of the way.
Sorry, Kisame is awesome and I would like for him to win this match up, but I simply don't see that happening as speed is incredibly important in the Narutoverse and Kisame simply doesn't have enough of that. If he had a speed like Minato or A he'd easily be top 10
