Deva is restricted for the beginning of battle, if you read the OP. And Susanoo arrows carry a much larger distance at a fast pace in less than 5 secs.
With Deva restricted in the beginning and Sasuke is allowed his complete Susanoo Hell Taka could med diff.

Meaning no CT, no Almighty Push (Can be easily evaded with CM2 wings and hawk summon, as the shockwave is moved through the ground), a poor man's Deva Path and a couple of slow paths? If a guy can outrun a Mach 20 plus shockwave from C2 explosives, those paths are not even blinking.
Even Hebi Sasuke takes this. Bee also lost to Taka, got pinned down thrice and Sasuke chose not to kill him twice because of the mission. He never even once managed to outspeed Sasuke (an injured opponent); he claimed the exact opposite. Not even once. But I suppose this manga is seldom read properly.
