I believe the orochimaru look a like is one of the original members of the seven ninja swordsman of the mists. 1) he is standing behind the first mizukage and 2) if you look at page 6 of 648 you will notice that he is dressed similarly to some of the seven swordsman we have seen in the war, like zabuza or that dude with the needle sword.
