Yeah .. in that sense he was random, but he gave him his eyes and made "see your parents killed" incident by casting genjutsu on those 2 leaf ninja which killed Nagato's parents ... so in a sense that probably any Uzumaki would be able to unlock Rinnegan with Sharingan eyes, yes but in a sense Madara made that happen, no. And also what is a proof there were more Uzumaki that time ? dont know timeline that good but during 2nd Shinobi war Uzushiogakure was already destroyed. Maybe Nagato and his parents were last of a few Uzumaki cause they were in Amegakure.
