I too think that he was a Uzumaki... or in another words, the people who lived in that era\region were Uzumakis or something else. I think they possessed the ability to awakened the Rinnegan but for some reason only Rikudo was able to achieve it.
In my opinion Rinnegan and Sharingan should be considered two different things. I dont see Rinnegan as an evolution from sharingan. Madara awakened the Rinnegan because he become complete ( with senju and Uchida , dna from the both sons, he became like the Rikudo or the people who lived in that time, region)
For example, I think when SO6P become the juubi host, he changed and gained some powers. After that he had two sons who were born with some of that caracteristics he had obtained from the juubi. If you see the juubi eye is like a powerful sharingan. Because of that were created two separated bloodlines, with their own unique carcteristics. But the pure bloodline is the one before he become the juubi host. That is the bloodline you need to gain Rinnegan. Combined that two bloodlines was a way to revert this.
With all this i want to say that i think the caracteristics of the sharigan were obtained from the juubi and not from the Rikudo.
