I agree, Hagoromo didn't inherit the Byakugan from his mother but the Byakugan exists within the Hyuga lineage today. Only makes sense that the brother inherited the Byakugan or the Hyuga clan wouldn't exist.

Also, Kaguya is just Hinata's ancestor like the rest of the Hyuga clan. Kekkei Genkai =/ reincarnation they need to share the same chakra.
