they were both right but Kushina was just afraid for nothing and she probably realized it when she finally met her grown up son.
Naruto is just like her, she understood this when they met and she also accepted the fact that he was happy even if he did all the stuff she was afraid of.

at this moment, Kushina really became his mom just like Minato really became his dad after their second meeting, Naruto acknowledged them as his parents entirely meaning they must trust him without a doubt even if they are not alive and there for him, he will be fine.
