That's because neither Sasuke nor Naruto as genins could do that. That's why i believe Boruto didn't touch or catch the real bell as i confirmed in the OP

Actually I think Sasuke did touch it. Even if he didn't, you can't really base Boruto off of Naruto and Sasuke. Academy Boruto has arguably shown much more skill than academy Naruto and academy Sasuke.
