The Manga shows that Neji can merely sense things, but says otherwise. I'll go with what's shown rather than what's said, because it says Sasuke uses chakra sight to see through attacks despite the fact that Sasuke is never shown to be seeing chakra when anticipating moves. The Japanese manga says "eyes" rather than "chakra sight", showing that Viz is just a joke.

It's never said that all Dojutsu's see through movements or anticipate anything, stop making false equivalences. Sasuke's inability to see through movements was his lack of using the Sharingan for obvious reasons (it's a fight ender). Neji cannot see moves, merely sense.

Sasuke could see it with 3t, yet just about kept up with Naruto (using the kyuubi's chakra) until he couldn't and had to use CM version 2. Neji can see moves (that is how eyes work) and anticipate them as stated in the Manga.

You do know Sasuke could read all of Naruto's movement's right? He only used CM2 against 1 tails because Naruto's chakra had a mind of it's own.

I don't think they're trying to make the two eyes too similar. However, with both being visual powers, it makes sense for them both to have some shared abilities.

For one, Sharingan already has a more limited version of chakra vision - an ability that Byakugan had first, and excels at, so I don't mind that Byakugan has a limited version of precognition, an ability that the Sharingan is known for.

Having said that, Sharingan's true great powers aren't precog, or copying jutsu, or tunnel vision without bluring. Sharingan's true powers are what we see with the Mangekyou Sharingan, and I don't see Byakugan getting any of those.

The two eyes were originally meant to be of the same tier, so I believe what we are seeing now is just the authors trying to rectify the original mistake of giving one too much focus while ignoring the other. As long as they explain how the previous generations didn't have any new abilities they give the current crop of Byakugan users, I'm fine with it. If they just pull stuff out of their ass, though, I'll take issue with it.
