Or he said that sasuke has to die by his hands because he has an actual motive to kill sasuke...and he doesn't have an actual motive for Naruto..Also i highly doubt he knows Sasuke true strength anyway...he doesn't have the commercial role of Hokage and rarely has been seen at full power while naruto stopped the moon. So that can be the reason why ge activated MS against Naruto and not Sasuke .. He is more familiar with narutos feats.

I think it's just a case of underestimating their target. Remember that Naruto is known world wide for saving the village on multiple occasions and now is a Hokage, whereas Sasuke is probably only known for killing his crippled brother and turning good in the end. So naturally they're more fearful of Naruto because his reputation and status exceeds Sasuke's.

I could probably agree with you but I think there's a flaw here.

I'm pretty sure the whole world including the hooded must had known both Naruto and Sasuke saved the Ninja world from Kaguya and Madara. So Sasuke himself must as had the same reputation as Naruto's
