Kabuto was a major Villian. Sakura had to be restricted because of she was too powerful the plot wouldn't work, she would stop Naruto and sasuke from fighting .
Sue storm, like Sakura, are the most powerful people on their team but restricted . Sue could solo with force fields if written correctly, and if Sakura learns the correct jutsu and put more chakra into her speed she will solo to

I just clarified that her so called "wanking" is actually legit compared to what the hinata fappers say (I recall some comparing her to the likes of Madara and Sasuke smh)
