seems in databook 4 , she is mastered both ying and yang release...

is it because of her creation of rebirth tech? how is this possible, i thought only rinngan users can master both ying yang release....also bijus

I have not seen the scan showing that. But Yin and Yang mastery was only shown by a selective few. Not even Naruto and Sasuke had a full powered yin and yang because of their chakra orientation. True mastery over yin and yang would only be the Sage of 6 Paths, since he actually perfected it, created polar opposite halves, which ultimately helped him even seal their mother.

I really would not compare Sakura to the sage. She has amazing feats, but those of the sages ridiculously outnumber hers, in term of number and weight/importance.

Sakura's perfect chakra control was a sign of her Gen ability, and medical training, but Yin and Yang are not as much about chakra, as they are about meaning, feel and power of the chakra. Yin and Yang are the power of imagination and life force, and the truest form was only shown by the sage, after all he separated the chakra of the Juubi and created 9 Bijuu. Sakura was simply able to use medical power to heal, and that isn't really connected to Yin and Yang.

It's all correct.

The databook does point out there is a difference between the yin/yang of those with the Ōtsutsuki power and those like medical nin, and the Nara and Akimichi. It points out the latter possess a fragmented, weaker version and not the true power that was used for things like Banbutsu Sōzō.

It's logical that Sakura has mastered both, since the "Yin" would recreate the missing cells and the "Yang" would bring them to life.

Shikamaru just had the mind of an elite ninja, and Shinzo used bugs, while Sakura did posses a mind of a elite ninja at the time, her genjutsu prowess was stated by sasuke to be the most improved of team 7

Didn't Kishi want to phase Sakura out and replace her with Hinata?
This didn't happen of course, because the editors didn't want the Team 7 dynamic to change. However, it's not like Kishi gave Sakura more to do in the manga. Kabuto got more development that Sakura didn. Kabuto, a minor villain, was given character motivation, goals and several chapters dedicated to his backstory.

Sakura never escaped her role on Team 7 as "one with boobs". She's the Sue Storm (Fanatstic Four) of Team 7.
