Very contentious way of thinking, Sakura is a 17 y/o girl with no clan ties who can do anything Tsunade can in terms of battle.
War arc Sakura did everything Tsunade and there's no evidence that Tsunade executed those techniques better.
Sakura defiantly is surpassing Tsunade.

Sakura was never good enough anyway
She was always good enough, her flawless chakra control in part 1 dignifies that.
The manga would have stated she surpassed her if she did. As far as I know there is nothing that sets her apart from her master besides the pink hair.
And the fact that 17 Y/o Sakura > Prime Tsunade.
Implying Sakura worked hard and Tsunade didn't.
