That's a simple reason why Naruto didn't use it in the Last. The Rinnegan has the power to control the bijuu therefore essientially a power Sasuke has. Naruto didn't match Sasuke with just Kurama despite what these fapboys keep spewing.
Naruto had bits of the bijuu already residing in him when he fought Sasuke. Therefore Naruto already had the 9 bijuu just like Sasuke did.

Naruto matched indras arrow using nature energy and the opposite affinity. NOT Raw Power.
Inb4 exhausted Naruto. Sasuke was also exhausted from fighting Kaguya and in the war arc. If Sasuke still had complete control of his rinnegan Naruto would have been finished.

I won't even dwell into the fact Naruto can't hold a candle to sasuke without bijuu power. they'll probably start making excuses why it's more of Narutos power than Sasukes even though his rinnegan gives him complete control. rofl
Just to put out incoming flames chidori+enton is a great counter for any wind style moves Naruto might use. If he had achieved it earlier without a prior nerf Naruto would be dead.

He destroyed meteor the size of hokage mountain, but an imperfect SM Sage art: massive ransengan could hollow out a mountain. For Sasuke, who had far, far greater chakra, it'd be ridiculous if war arc Sasuke couldn't do that with the chidori.
Second, Sasuke no longer has the bijus. (actually, he could probably summon them like Madara, but Kurama and the 8 tails are confirmed unavailable being in jinchurikis, making biju PS much weaker) So, Sasuke's power is weaker than VOTE2 in exchange for more mastery over the rinnegan, which probably can't close that gap completely. In contrast, Naruto got another half of Kurama, meaning his capacity for natural energy for Ashura Avatar just doubled. No way Sasuke can beat hokage Naruto.
And no, Naruto did not loose RSM. There are only 2 reasons to believe so.
A. It's a temporary power up: If Rikkudo chakra was a temporary power up, why does Sasuke have Rikkudo chakra? (meteor-destroying chidori) Naruto also displays things in the film indicative of Rikkudo chakra, such as flying and reaching into Hinata to yank out a chakra sphere.

If VOTE1 counted as a victory for Sasuke, then VOTE2 certainly counts as a victory for Naruto. In VOTE1, Naruto had every bit as much opportunity to do as much damage to Sasuke as Sasuke did to Naruto. However, Naruto chose to make a symbolistic gesture instead(scratching the headband). In reality, the fight was brought to a state where it was a stalemate, but Naruto allowed Sasuke the victory instead of letting it end with both of them being hurt. Kind of hypocritical that you chalk up such an event as a victory for Sasuke, but do not chalk up a surrender as a victory for Naruto. Sasuke surrendered. He gave up. Therefore, he lost. Deal with it.
Also, early part 2 did not receive a conclusive end fight wise. Sure, we know that Sasuke would win, but Sasuke didn't incapacitate Naruto did he? This was also weakened Naruto BTW. Sasuke was stronger at the time, but if we counted every time it's implied that one's stronger than another, there'd be more victories for Naruto.

So much fail and bias is there any reason for anyone to continue reading after the bold. Sasuke didn't increase his chakra potency even after obtaining a sage boost/ destroyed a meteor/ being a descendant of indra the most naturally gifted. The bias is real.

Baseless assumptions. Sasuke can still summon the rest of the tailedbeasts and it's not like he used 100 % of the tailedbeast chakra. I read up on your thread and you theres no proof they realeased IT without it. How would Naruto utilize tailedbeast chakra without them being present. Sasuke freed the bijuus from his control is more plausible. Also you fail to realize if Sasuke controls the rest of the bijuu Naruto will also be at a disadvantage seeing as he needed parts of them to match Sasukes power as well.
You wouldn't know what new powers Naruto or Sasuke obtained to say how they would really fair in a match as Adults. However we do now Sasuke isn't tied to a desk and can train whenever he wants unlike Naruto. I don't think Naruto lost his RSM that's just dum but he needs to assemble the 9 bijuu to activate it. I think that much is apparent since it runs on bijuu chakra.

Then we disagree we are ask "how can sasuke deal with the omega sage fuuton lava heat seking resengan.. Then when we give more then one option, they go into this history of what another person couldn't do so we are supposed to believe that sasuke can't do it as well.. Sasuke has a lot more to master than Naruto does. I say that because Naruto didn't have to use the power ups himself, the Bijuu did it for him. We can see this when Naruto was able to apply the Bijuus chakra to his most complex technique immediately. It would be just like BM mode, there's really no reason to believe it would somehow get stronger unless his chakra got stronger. Plus, Naruto is not one to have a complicated fighting style, he sticks to what he knows.
Sasuke, on the other hand, still hadn't mastered the Rinnegan and couldn't use half his techniques. Using Preta more would have changed the battle alone. As well, he never used the whole of the Bijuu chakra, and you can see this when he fires the Indra arrow and there's still chakra inside the Susano'o, so not having the 8 or 9 tails wouldn't matter too much, all he would have to do is absorb more chakra.
Naruto already got all of the NE in the world, there's no more to get.
Sasuke walked off, that's why he won. Naruto was in the same state as Sasuke.
