Then rumors gonna start like Raikage stop expanding the village because he fear that Naruto will stop him. Other people don't like the idea of one Nation having so much power.

Then Naruto gonna have to seek out the tailed beasts and use them as peace agreement just like the 1st hokage. History will repeat itself.

So really Naruto is the solution to peace?

Naruto hasnʻt even stated his solution to peace yet, and Kakashiʻs going to serve a term as hokage before naruto does which will give him a lot of time to mull the question over.
