Your example just backs up Naruto blitzing a low on chakra Kaguya - both Naruto and Kaguya were unable to counter the technique/blitz respectively, because they were low on chakra.

If he was able to react he would've dodged it, unless you think V2 Ay > RSM Naruto in reactions and speed. What happened after Naruto got hit is completely irrelevant here. Lower chakra = lessened reactions and speed, hence both Kaguya and Naruto getting hit with attacks they would normally dodge. That's that.

I said ''react'', not counter. Again, I'm talking about the speed of which his mind is able to process an attack is coming and his physical ability to dodge/block it. I don't even know why you brought up Amaterasu - you questioned the validity of Kaguya being low on chakra making any difference on her reaction speed. If this were true, it would mean that chakra does not impact reaction and physical speed, which is false. If this were true, it would mean Naruto could've blitzed Kaguya at any time, which is false. If this were true, it would mean Naruto would always get hit with Amaterasu, even when having his full chakra, which is abysmally false.

Anyway, my case is proven - being low on chakra hinders your reaction and physical speed. Naruto blitzed a low on chakra Kaguya, so he is not faster than her in her normal or powered up state, but is still the second fastest in Shunshin speed, not counting 8th Gate Gai.
