Itachi graduated from Academy at 7, Minato at 10 and Kakashi at 5...
Given the age difference, even if Minato scored the highest and Itachi the second highest, they all are pretty much equal in genius.

Out of all geniuses, Minato was the only one to graduate at relatively older age... So no doubt he topped.

Yet, Sasuke, Neji and other did it at the end and still aint better. It all depends on how did you develop in school. Minato is the modest kind of ninja. He doesnt show his power nethier his intelligence. Only when required.

Reason of why:

- He said he is bad at senjutsu.
- Reason he only fighted in the third war when Konoha was losing.
- Reason everyone was surprise when he saved Kushina.
- Reason why Jiraiya said he doesnt do thing without thinking.
- Reason he spar Bee and Ei lives and didnt show his full power
- Reason Killer Bee didnt know the rasengan.

By age, then Minato became the youngest Hokage, it took him 12 to 13 years after acamedy to become Hokage. Kakashi took him 23 years to be candidate. Orochimaru took him also 28 years to be candidate and still lost against Minato.

Itachi no words. He is like Minato but Minato is better.

If you're going off feats, Kakashi has the greatest battle tactician feats in the manga, Orochimaru has the greatest "book smarts(aka jutsu intelligence)" feats in the manga, so if you're looking at it from a feats perspective, neither Minato or Itachi are #1 in either intelligence field. "Books" or combat.

Hype only matters so much when you have nothing to show for it(at least in comparison to others).
