Read Chapter 700, Naruto's goal of Peace was achieved if only for a few years. Madara's was as well though he was manipulated he wanted to Cast IT and put everyone in a dream state his own version of peace.Well Madara's true goal was world peace(the same as Naruto's), so technically neither has achieved their true objectives, but they did achieve their secondary objectives(Madara: Casting IT, Naruto: Becoming Hokage).
