It's more complicated than that. He studied the Hashirama cells. When Danzo used it, it proved to be deadly and it was mentioned before that Hashi cells are poisonous.

So it's not just as simple as pumping the cells into him. Also Kabuto stated that he was also using his Medical Ninjutsu to save his life.

I know it wasn't wity Sasuke since he said himself that he was given a tip of what to do from Tobirama so it was Tobirama's smarts with Kabuto's medical skills and the Hashirama DNA he had that brought Sasuke back. Tsunade, from pure medical skills brought Naruto back in part 1 when Kabuto used his chakra scalpel on Naruto's heart and say there's no saving him and Kurama was even blacking out.

Tsunade is still the top then Sakura and Kabuto are about the same level but in different fields; Sakura have the yin seal that can reproduce body parts and organs (Tsunade said the deal can do this in part 1), heal a large number of the alliance with remote healing, keep Naruto alive until he got Yin Kurama, and is said to surpass Tsunade by Chiyo while Kabuto is more of the medical scientist who uses his medical skills in experiments.

Hashirama's cells that Orochimaru and Kabuto studied as it was Orochimaru who got Hashirama DNA for Edo Tensei, to experiment on replicating Hashirama's abilities that resulted in Yamato gaining them, and created Danzo's Hashirama's arm. Kabuto said he needed his medical skills, Hashirama's cells, and Tobirama's advice to save Sasuke, Tsunade saved Naruto from dying from her own medical skills and knowledge when Kabuto said Naruto can't be healed since he severed Naruto's arteries by his heart or something like that.

Can't give Kabuto a feat of saving soneone when he didn't do it alone, he needed the study Orochimaru started and worked on with him plus Tobirama's advice of what to do. Yes Kabuto have skills as a medic ninja but Tsunade is still the best as a medical ninja right now

Just like in real world medicine, I believe that Tsunade and Kabuto, while both being medic-ninja, specialize in different fields.

From what we have seen of Tsunade, she specializes in using her chakra to "heal." She healed Sasuke and Kakashi's mental incapacitation via Tsukuyomi, she healed shinobi in the second world war that were poisoned, she healed the kage and shinobi alliance with her chakra, and her disciples are both able to do the same things.

On the other hand, Kabuto always stood out to me as a surgeon. That is to say, he specializes more in the cutting open of bodies and doing things with them. He cut open the anbu bodies in the earlier parts of the manga (when he replaced one's face with his own and animated it's body to allow him to escape Sasuke's hospital room,) all of the cadavers he carries in his scrolls to fool enemies, and finally the surgery that he did on himself to allow him to utilize all of the powers in the end. The injection of his navel snake directly into Sasuke's body (be mature) also lends itself to direct body alterations.

This is not to say that Tsunade has not done surgery (she in fact did a surgery to return Lee to his ninja career) or that Kabuto does not use his chakra to heal (he healed both Hinata and Sakura from a distance at different points in the manga) but rather that they tend to lean more towards those specialties.
