Why wouldn't they be sealed? It's the sealing itself that matters, not the genjutsu world they are trapped in, which is merely a by-product of it.
I don't see why they wouldn't be sealed.
Cos kusanagi couldn't and since totsuka is a variant of Kusanagi i am quite sure it can't!

2. Both of those answers are incorrect. There is no Genjutsu involved with the Totsuka blade whatsoever, it's all Fuinnjutsu.

And perfect jinchuriki are immune to genjutsu.
allthough most likely that both the jinchuriki and the bijuu would be genjutsu'd, and breaking out of the genjustu probably wouldnt stop the sealing.
I looked it up and it seems that I was wrong, the blade does indeed seal the opponent in a world of Genjutsu. The blade would seal the Bijuu and Jinchuriki in the Genjutsu world where they would be locked in a perpetual cycle of Genjutsu taking place, then being released, then taking place, then being released, then taking place.
