Why wouldn't they be sealed? It's the sealing itself that matters, not the genjutsu world they are trapped in, which is merely a by-product of it.

Cos kusanagi couldn't and since totsuka is a variant of Kusanagi i am quite sure it can't!

It's unknown if the genjutsu really matters. The sealing on the sword is what seals them, while the bottle puts them into a genjutsu. So they might not be in genjutsu, but they would still be sealed by Totsuka.

The only debatable thing about someone being immune to sealing jutsu is creation rebirth users.
Seeing as how medical ninjutsu can heal curses and sealings , and creation rebirth is the ultimate medical ninjutsu

1. Nagato is right. The Totsuka Blade is a variant of the Sword of Kusanagi

2. Both of those answers are incorrect. There is no Genjutsu involved with the Totsuka blade whatsoever, it's all Fuinnjutsu.

I looked it up and it seems that I was wrong, the blade does indeed seal the opponent in a world of Genjutsu. The blade would seal the Bijuu and Jinchuriki in the Genjutsu world where they would be locked in a perpetual cycle of Genjutsu taking place, then being released, then taking place, then being released, then taking place.
