So is Minato the fastest shinobi NOT counting FTG?

Nope. It was clearly visible that Minato was waaay slower than Raikage in terms of raw speed - he didnt even move while Raikage fist was already an inch grom his face, he had to use FTG. If we are talking about raw speed Minato was around Itachis or Sasukes level. This is still some great speed, but it cant compare to Raikages or KM Naruto speed.

I never said that his slow without FTG, but hes not the only one with mastered Shunshin.

Thing is, A and current Naruto are still faster than that. Minato cant compare to them if we are talking about speed on foot.

Nah man, Minato's speed sucks - a lot. I wouldn't even put him around Itachi/Sasuke level. All he can do is teleport around with his sealing techniques and rasengans - and that's it. I'd suggest that Madara's teleport beats Minato's, by far - only if Madara weren't such a ****ING NOOB at it.

minato is very good at ftg......................................................(2)

to perform ftg anytime anywhere u must have very good reflexes.......(3)

Thus from (1) (2) (3).... it can be said that minato had very good raw speed atleast better than sasuke, itachi... if not better than A.....

If A hasnet suprassed him after 16years then there is somthing wrong with him xD

But if minato was still alive and dident die when the fox attacked he would still be the fastest

you really think that minato´s basic speed is higher than A´s lightning armor speed? there is something wrong with you than, cause if minato´s basic speed would be higher than A´s armor speed, so why would he use FTG when they faced each other?

were on about the yellow flash but it this way naruto only till recently has been seen as a yellow flash meaning hes getting up to his fathers speed so minatos raw speed is a bit faster then naruto so discount anyone naruto is faster then now as for A i dunno they are probably around the same speed.

Minato isn't slower than Raikage in his raw speed. Remember Raikage used his lightning armor which isn't his raw speed either. Anyway, Minato unexpectedly used FTG to out run Raikage's attack. I may say he's fast since he's the only shinobi with the title of yellow "flash".

Both without the use of their jutsu (FTG, and Lightning chakra) Idk, but Minato is sharp on his reflexes. His ability to use his FTG tecnique is on the side that he's fast in his reactions and movements because if you're not quick enough to jump to your new location before getting hit then the jutsu is practically useless if you're reactions can't keep up.
