We can't just ignore how OP his Kamui is just because plot purposes haven't allowed for him to 1 shot everybody.

I hate the term Plot No Jutsu so much, I think it's a poor argument. But honestly in Kakashi's case, there is really no excuse as to why he hadn't killed Madara ages ago, or why he didn't snipe Pain or Kakuzu.

It's just Kishi trying to write a good story, but him creating Kamui has made that difficult. Realistically Kamui would pretty much 98% of NV.

This guy is undoubtedly high kage level and this is not only because of his kamui. A person like Minato, Itachi or Kakashi are an assets even if they couldn't fight. They have shown us that by using tactics, intelligence and coolness one can win any unfavourable situation. They are the few people who make Naruto series more interesting.

-1000 Techniques.
-Genjutsu that can match Obito's.
-Versatility all around areas of Shinobi.
-Taijutsu that can match 6 V2 Bijuu, 8 gates master and beats Obito.
-Kamui that is virtually impossible to stop.

He is defiantly a high kage level.

Kakashi is almost high kage level to me...why because he has low stamina and chakra to really utilize the kamui to it's full potential,this alone stopped me from putting him at a complete high kage level.

I would guess mid-kage level.
I think he would be able to go toe to toe with the current kage and would be a challenge for people like minato or tobirama.
Though I don't he would be able to go up against Madara or Hashirama.
