I understand your reasoning but you cant simply say that 8 gate gai,who can obliterate nagato in a second and dies 5 minutes later is weaker than nagato and put him under nagato.it just doesnt make sense.he beat him

If thats the case Minato who has a similar move should also place higher. Minato?tobimaru can seal you away at the cost of their life.
Thats the issue here, yes gai in 8 gates mode can beat most ninjas but he has to die to do it. It takes away from the feat if the feat is suicidal. Its a one time end of the road technique that almost guarantee killing your for but you die.
