It doesn't matter who he can beat with it, the fact that gai has to resort to a move that kills him in the end is the same thing as performing a kamikaze. He's sacrificing his life to kill his opponent, thus it results in a draw, no matter how fast or how easily he kills them.

I understand your reasoning but you cant simply say that 8 gate gai,who can obliterate nagato in a second and dies 5 minutes later is weaker than nagato and put him under nagato.it just doesnt make sense.he beat him
