Everyone in konoha has the gates, you just have to unlock with will power and maybe be a genious, as we saw in the anime (Lee vs Gaara) Kakashi comments on how only a genious can open the 5th gate, and we also saw kakashi learn to use them when training climbing a mountain with 1 hand.
